The only time I’ve resubmitted books is when they had purple labels and CCS removed the resto (or in the case of my Avengers 4 , which had a cleaned cover, and qualified for the Conserved label). Those are cases where you don’t mind the grade going down because you’re getting the upgraded label.

    Sep 02,  · Many people actually get ahead faster by taking a downgrade because your steps are usually higher in the lower grade and then when you get back to the higher grade, you end up at higher steps or if the job you are applying for is a 7/9/11 then you would go from a 7 to a nine and not have to be a GS 8.
